About the program
On July 1, 2024, the City of Lynchburg initiated a new, voluntary program that provides eligible property owners who are currently on a septic system, and have City sanitary sewer available, with an up-front cost savings to connect to the City’s sewer system. The “Septic-to-Sewer Program” provides a two-year waiver of the City’s sewer availability fee for eligible property owners who apply to connect to an already available City sewer line by June 30, 2026.
This program also will extend the sewer availability fee waiver to properties that gain access to the City sewer system through future City-initiated sewer extension projects (keep scrolling for more details). This program does not apply to properties that gain sewer availability through the City’s petition process.

What is the availability fee?

The City charges two fees when a property owner connects to City sewer – the “availability fee” and the “connection fee.” For a typical Lynchburg residential property, the availability fee is $1,950, and the connection fee is $1,330, although these fees can vary. This program will provide a $1,950 savings to the overall cost of hooking up for a typical residential property. The property owner would still be responsible for paying the connection fee and the cost to a private plumber to run a line from the home to the City sewer line and to decommission the septic tank.
How to find out if you’re eligible
This program defines an eligible property as one that, as of July 1, 2024, is currently on a private septic system and has City sanitary sewer available as defined in City code – Section 34.3 (c) (3), which reads:
Sewer availability. Sanitary sewer service is considered to be available to a property when the sewer is located: a. Anywhere on the property, b. In a segment of public right-of-way that is immediately adjacent to the property, c. In a public right-of-way and within 50 feet of the property, or d. In a public easement which abuts the property on an adjoining parcel.Sewer service availability shall not be influenced by the ground topography either on a property or in relationship to adjacent right-of-way or adjacent parcels. Sewer service is considered to be available whether the service is by gravity flow or pumping. Sewer service is not available if a new public easement through another parcel is required to serve the property.
